w/ a ratio that low it means everyone is MUCH too bullish (buyin too many calls) And on a day that the DOW sells off 167 points? Shows that people are bullish to ludicrous levels. Such sentiment historically precedes crashes. All in all, it means lots of shares left to be sold.

It's a contrarian indicator, much like those surveys on how bullish people are. Generally when it's low, the market is overbought.
