T before and since TCG addition has experience and management.
T also got some 38 GHz licenses via its own application. TGNT is
quite content with 3-400 MHz in major markets. T + ARTT provides
3-600 MHz in major markets plus 2-300 in almost all others. WCII
touts having more but pure serve business market plan doesn't really require.

What T or someone else (e.g. WCOM, FON or newbie IXC) who becomes strategic partner ally of ARTT needs is to bring money and eventually save money by first mile connecting its own present long distance business customer base and last mile extending off its own core fiber network to allow investing entity and ARTT to ramp up meaningful rollout by 2H99 and make business fixed wireless a profitable race for each to run by start and end of next millenium.
