The chip makers have had this practice since 1970s. Seldom is it blatantly stated, but if you are are customer of theirs (as I have been) they will let you know that when product allocation returns that there "good customers" will be serviced before the "other customers". In my experience TI, Motorola, AMD and INTEL practice this method, although INTEL perhaps with more of an iron fist than the other competitors.
