USF Contribution Factors For 1Q 1999 Proposed

The FCC has proposed first quarter 1999 universal service contribution
factors. Interstate telecom service providers would have to contribute 0.58%
of their interstate, intrastate, and international end-user telecom service
revenues to fund the "E-rate" and telemedicine programs and 3.18% of their
interstate and international end-user telecom service revenues to fund the
"high-cost" and low-income universal service programs. If the Commission
takes no action by Dec. 18, the proposed contribution factors will be
deemed approved.

Commissioner Harold W. Furchtgott-Roth dissented from the action. Among
his criticisms was the agency's "refusal to evaluate with a critical eye the
excessive expenses of the Schools and Libraries Corp." (S&L Corp.)

The Rural Health Care Corp. (RHCC) has asked that no contributions be
collected in the next quarter to fund telecom service discounts for rural health
care providers. It said it had received few completed applications for support
and didn't expect there to be "significant" demand for telemedicine subsidies
in first quarter 1999.

The FCC noted, however, that the RHCC projects about $1 million in
administrative expenses for the next quarter. It proposed that the Universal
Service Administrative Corp., which will merge with the S&L Corp. and
RHCC Jan. 1, 1999, reduce administrative costs of the program.

Separately, the FCC sought comments on a request by the RHCC to extend
its initial funding year to June 30, 1999, and change its funding cycle to July
1–June 30. Comments are due Dec. 14 and should reference Common
Carrier docket 96-45, DA 98-2468.

Lexicon Systems to Debut at CES at Las Vegas Affordable, Hands Free Communication Products for Telephone and Personal Computer

California-based Lexicon Systems Corporation
will introduce its first line of "hands-free"
products for telephones and Computer &
Telephone Integration (CTI) during the
Consumer Electronics Show (CES), Spring '99 in
Las Vegas, January 7th through the 10th. The
new "hands-free" products have been designed
to meet everyday simple tasks from telephone
operations to complex personal computer
applications.

Lexicon Systems Corp. will be introducing three
new computer & telephony products for all
conventional & traditional telephone systems
and for personal computers. First, the LS2002, a
basic interface headset, Second, the LS2000 a
deluxe interface headset, and finally, the
LS2100 is the professional interface. These new
hands-free products will increase productivity
and decrease muscle fatigue in the
telemarketing, reservation and customer service
industry. In addition, these products will provide
convenience for complex computer applications,
such as, video conferencing, internet telephony
or basic interactive multimedia applications and
voice recordings.

extremely aggressive for the PC market and the
