Why can't I buy NAVR at 7 yet?

Do we have another rumor going today. I saw the spike to 10+ and cannot find todays rumor. Anyone? Anyone, Bueller?

Every day after market closed, you check Quote.com it shows after
hours trading. If it shows the firm transactions at ask price, you
can have the idea that the next day the price will more likely to
rise.

You do need Acrobat Reader to view the file. A quick peek at the report shows institutions hold 444K shares(6.2% of outstanding shares) while insiders hold 3.2M shares or 46%. Large insider holdings a key for continued buying support.
