I think it is a way to provide Wireless Local Loop in Brazil. All expansions of the fixed wireline will be done using WLL. Just a guess though.

If you read the articles they make no reference to wireline, only to fixed line which, as a category, means any kind of phone you can't move. WLL is one sub category, so is wireline. Hope this clears things up.
