While I believe what you are saying is mostly true, I don't think that the Republicans are being held totally hostage.

The Republicans know that they can't impeach Clinton. But, if they can drag this out for another 6 months, regardless of the damage it does to our country, and make Clinton really look bad, they have removed Clinton as a popular force during the next election.

The Republicans don't want Clinton, one of the most popular Presidents of all time, to be out campaigning for Democratic candidates in 2000! So, they don't really care if they fail at an impeachment. What they will be leaving, if their plan works, is a wounded President that no Democrat wants by their side during the 2000 campaigns.

If a president assaults the law, congress has a sworn duty to uphold the constitution, parties notwithstanding.
