FCC Urged Over AT&T-TCI Merger

WASHINGTON - The Associated Press: A key lawmaker
says federal regulators shouldn't force
AT&T Corp. and Tele-Communications Inc.
to take on new obligations as a condition
for winning approval of their planned
merger.

John Dingell, the highest-ranking
Democrat on the House Commerce
Committee, which has jurisdiction over
the Federal Communications Commission,
said Friday the agency should look for
ways to reduce regulations on companies,
not increase them.

''The FCC should be looking at how to
remove the barriers to building broadband
networks, for TCI and every company,''
Dingell, of Michigan, said in a speech to
communications lawyers here.

America Online, phone companies and
consumer groups have asked the FCC to
require AT&T to make TCI's high-speed
cable TV lines _ which reach one-third of
U.S. homes _ available to potential
competitors as a condition for approval of
their merger.

The merger's opponents want access to
those high-speed, or broadband, lines to
offer competing Internet, cable and even
phone services. AT&T and TCI oppose a
government access requirement but are
open to working out business
arrangements for individual companies to
be able to use the lines.

The FCC and the Justice Department are
reviewing the proposed $48 billion merger
to see if it would be good for customers
and for competition.
