What was the impact of his conduct on the command? What was the potential impact of his conduct on the command? At least one of the two answers is highly negative. What was being implied is that those under Clinton are being held to a higher standard than him. As the article states, this is only the second high level official prosecuted for the same infractions. The military were being criticized for the double standard.
