From the release: "SANTA MONICA, Calif., June 8 /PRNewswire/ -- Digitcom Corporation (OTC Bulletin Board: DGIV - news) announced preliminary approval by Germany's Brandenburg government of an initial $25 Million (U.S.) package of financing to establish an Internet Protocol telephony network in that country to be headquartered in Potsdam."

DGIV states here that the state government of Brandenburg will establish a financing "package" to build the network. Not government plans to give money to DGIV.

It makes sense to me (as much as any of their releases do) that the state gov't is building this network -- that grants would be given to companies to install the hardware, and that low-interest loans might be given to startups (like DGIV, although they are not singled out here) who wish to use the network in the beginning.

Presumably, if they built a network, then someday DGIV could compete for IP contracts in that part of Germany (despite the "in that country" phrase, this release only refers to one small and still-poor eastern region). But to me, such speculations hardly deserve a press release, especially given the "preliminary" nature of the approval.

network in Germany,'' said Jimmy Chin, Digitcom CEO."


I hate to apply Clinton-like standards to deciphering this quote, but after the wording of the Louis International release, I think it's wise.

Jimmy doesn't call it a "contract" to build a network. He doesn't say he is glad that the government there put its faith in DGIV by giving them a grant, or even a loan for that matter.

He merely refers to it as an "opportunity"... which could mean just about anything.

I'm wondering if anyone would like to venture explanation(s) as to the process of converting an MOU into a signed contract, say for example with the Egyptian MOU? Sorry for my ignorance ...
