2) Never covered internal US affairs, anyway. And, even if I did:

3) The VOA Director never interferes in broadcast content. and:

Sam Dash had a certain view of the ethics of Starr's presentation to the House Judiciary committee. Personally, I'm somewhat skeptical of Dash's ethical views myself, considering his long silence as years of "secret" Grand Jury testimony continuously found its way to Drudge and the like.
