You need a lawyer who specializes in Securities fraud and SEC violations.

It sounds like you have a great lawsuit. Unfortunately, it will drag out for a while.

Sit down with pen and paper and write down everything you can remember while it is still fresh in your mind (I can't emphasize how important this is!!!!!!!!!!!!!!!!!) about all calls and correspondences of any kind you have had with these people.

Get everything from the your broker and any other representative of Citibank in writing. preferably faxes. Tell them you want their explanations in writing. Hopefully, they're not brain dead and will pick up on the formalities you are using. This may help solve your problem before a lawyer gets involved. If not, you will have everything in writing for your lawyer.

When I say everything in writing, I mean if they call you or you them, tell them immediately you want this explanation or correspondence in writing and then tell them you can't talk to them but you would be happy to fax a response. Remember, Citibank tapes their conversations. You do the same!

People tend to wake up when slapped in the face!
