True. Contrary to the US, Canada; most European have little or not tradition in this area. Scandinavian countries may be different due to the harsher climate.

Ice storms such as in Canada some time ago do not happen over here.

In the lower parts of western Europe (Netherlands; northern coastal part of Germany; some parts of the UK the is considerable experience with disaster planning for floodings, which DO happen now and then.
