I don't believe that the House has the responsibility under the Constitution to decide what is an impeachable offense; merely that the offense may be judged to rise to that level, just like a judge at a hearing to go to trial doesn't decide if the offense is murder or manslaughter (sorry for the bad analogy). The judge at a hearing merely has to decide if there is enough evidence to go to trial, not the level of the offense. I believe that is all the House is on the hook to do.

The problem is that this opens the door for future Congresses of opposite parties as the President to use this tactic the way a ticked-off ex-spouse can claim child abuse to punish the other parent.
