Yes, and it needs to be implemented now, while oil is cheap.
The problem is that our country lives on cheap energy. Don't look for there to be an import fee or tax.
Its ok to help the farmers and steelworkers and watchmakers, and cobblers. But when it comes to the oil producers, be sure to slap them with a "windfall profits tax" when it prices go up. And don't help them out at all when it goes down.
There are eight producing states and fifty consuming states. No leverage at all for the producers.
Well I am about ready for a new windfall profits tax, myself!
