You can start with Fidelity at 1 800 544 8666 ask to be transferred to Cary Lumkes (shorting specialist) at extension 7475 in Dallas if they can't help you I heard CIBC Oppenheimer, Sal. Smith Barney & Jack White do bb's but havn't tried them personally. You might also consult with local brokers in your area....sometimes the smaller firms offer the best service....I use a local firm in my area and have been quite satisfied....also don't worry about a firm having to have Canadian ties......shorting bb's is up to the brokerage house.
