While there will be a certain (very small) amount of dissolved gas in the water, it is really the two phase flow of immiscible fluids that will establish the phase cuts. As such, the relative permeability to each of the gas and water phases will control the flow. Each is a function of water saturation. As water saturation increases, gas flow decreases and water flow increases.
