Hi Frank:

No, the 3 years start from the time when the LMDS
licenses were awarded, which must have occurred around April 98.
So, unless RBOCs are willing to invade enemy territory,
they still have to wait another 30 months. However, because
the RBOCs have a wide array of assets in place in their area
of operation, 30 months is not a lot of time for Winstar and
Teligent to put in place a full infrastructure in all top
US markets.
