If you look at simply speed - MHz - Intel's 0.25 micron process with a deliverable 450 MHz Pentium II product - is faster than IBM's 0.18 micron Copper process, which to date is producing 400 MHz shippable parts.

Intel's 0.18 micron process will, by default, GREATLY exceed the performance of IBM's 0.18 micron copper process.
