Jamey -- sorry, I think I've run out of my self-allotted time to obsess with the internet today. However, check out this link to Intuit On-Line services. I imagine the enrollment process via a portal would be similar, and involve sending a cancelled check thru the mail to authorize them to deduct payments from your bank:

I imagine that, say, Yahoo, would require a 128-bit encrypted version of Netscape or IE (easily downloaded and installed). Upon logging in, the info would most likely be fed, controlled and processed through Checkfree's e-bill site (although this would be invisible to the user). Here's Checkfree's demo of e-billing:

Lastly, the enrollment process seems to be very easy. Basically, you pick your biller off of a drop-down list and enter your account number and some other specifics over a secure web site.
