Mexican banks

MEXICO CITY, Nov 6 (Reuters) - Merrill Lynch said analyst
Rodrigo Quintanilla upgraded his ratings on four Mexican bank stocks, saying the ''end is near'' for
the debate the Fobaproa bank bailout.

-- He said in a report that he expects a final consensus agreement on Fobaproa to be submitted to
the vote of the Mexican Congress before November 15th.

-- He said in the report: ''Discussions that we have held with the industry suggest that the outcome
is likely to be more benign than perhaps the market anticipates. For instance, no increase in the
loss-sharing for Fobaproa loans is the most likely scenario.''

-- Quintanilla said he believes ''that bank stocks should react positively to news that the Fobaproa
overhang may be dissipating.''

-- The analyst upgraded Grupo Financiero Banorte to near-term buy from accumulate, maintaining a
long-term accumulate rating on the stock.

-- He upgraded Grupo Financiero Banamex Accival SA de CV(Banacci) and Grupo Financiero
Bancomer to near-, long-term accumulate from neutral.

-- He raised Grupo Financiero Serfin (NYSE:SFN - news) to near-term neutral from reduce,
keeping a long-term neutral rating on the stock.
