LETTER TO SHAREHOLDERS from David Packer December 14, 1998 SEC Filings Dear Shareholders; I would like to take this opportunity to provide you an update on the status of our effort to obtain fully reporting status. As you are aware, this is taking much longer than anyone had anticipated. We filed an updated form SB-2 on November 9th. Although I had hoped that this would be our final submittal, the SEC responded on November 25th requesting clarification of a few minor issues. Knowing that this could be the case, we knew that updated financials could also be needed. As a result we had already compiled the financial data for the next reporting period. We have now completed the requested adjustments and clarifications and today have filed an updated SB-2. The SEC responded promptly to our last update and I expect them to do so again this round. I receive many calls asking for a day-by-day, or hour by hour status update. Not only can I not respond to all these calls, it would be inappropriate for a few to have more detailed status information than others. Since becoming fully reporting is such an important step for CTI, our first announcement of a status change will be either an announcement of an additional filing, if required, or an announcement of becoming effective. We all hope that another round will not be necessary but are prepared to respond immediately. The breast cancer clinical trials continue at the four hospitals. Data collection rates during the summer months were slower than anticipated. They have picked up in the fall but are still somewhat below our expectations. We had hoped to be completed sometime about now but are still not there. A number of activities are either now underway, or anticipated to be commenced based on the funding that will become available when fully reporting status is achieved. These will boost this activity along and will be the subject of future announcements. Overall, the trials are progressing very well, all be it slower than anticipated. We are also continuing to make our final refinements to our data processing technology. You are no doubt aware of our recent announcement regarding the filing of an application for protection of our algorithm by a provisional patent. These refinements include reliability improvements to the patient positioning bed and testing of methods to further improve the effectiveness of our computer algorithms. The results so far are very encouraging I would encourage you to continue to monitor our Web site at www.cti-net.com for developments and announcements. New financial and investor relations materials have been prepared in conjunction with our securities activities and will be available there when these activities are completed.
