TOKYO, Dec 15 (Reuters) - Offers placed by foreign investors
through 11 foreign securities houses before the start of stock
trading on Tuesday showed a net selling stance of 10.0 million
shares, market sources said.
Foreign investors placed 22.5 million shares worth of sell
orders against 12.5 million shares of buy orders, they said.

Keep in mind if the Democratic party heads see the vote as going against the President they will lobby the President to resign with honor. This could happen before the vote.
