The colleges and universities would use existing infrastructures, but would in essence be a separate but parallel network to what exists today. I remember reading somewhere that the military was planning for a possible separation also. Remember, the colleges and universities (and to a lesser extent the military) controlled and developed the internet long before any commercial interests were involved. Without the pioneering efforts of educators (and the government funding they relied on), the internet would not be anywhere near where we stand today. Commercial interests are the interlopers or johnny-come-latelies to the net. The only commercial interests that paid any attention to the internet in the early days were the telecommunications folks, and they were there only in a self-serving capacity. Now, everybody is in some way involved with the net, and it has been transformed from a peculiarity or oddity to an entity as valuable as the telephone or television. One of those changing paradigm things, I guess.

I think it was called Parallel Internet, Universities would only be able to use it. No one else. I remember hearing about is a couple years ago. Don't know what transpired.
