I agree with you that it is possible to have one standard that is compatible to both IS-41 and GSM.My point is only that it might take to much work,resources and money to make that happen.Remember that it should still be possible for 2 generation IS-95,TDMA and GSM mobiles
to access the same networks.The operators don't want to throw out their old core network equipment when the 3 generation system comes.
But it's possible of course.It's just software/R
