Not exactly the case, Skeet. What Starr said was that he didn't have enough "clear and convincing evidence" to present to Congress for possible articles of impeachment. In his testimony to the J. Committee, Starr made it clear that he felt that stronger evidence was needed to impeach than for regular legal proceedings, because of the inherent politicization of the proceedings. Starr very pointedly avoided comments on the President's legal vulnerability when he leaves office, and even more pointedly implied that the Worst Lady may also be in deep do-do for her participation in some of the scandals.

So, let's not get the idea that Clinton's only problem lies in the current four articles of impeachment. Starr has enough evidence of their wrongdoing to keep them busy for quite some time. I think that whoever becomes our next president will be obliged to give limited pardons to both Bill and Hillary just to get them off the front pages.
