WASHINGTON, Dec 15 (AFP) - Former Senate leader Bob Dole called Tuesday
for a joint resolution of Congress to censure President Bill Clinton,
saying it would allow the nation to "clear the decks and move forward."

The resolution would contain the "guts of all articles of impeachment"
but would bypass a trial in the Senate, the former Republican senator
wrote in the New York Times.

Republican leaders, the president, vice president and Democratic
congressional leaders would all have to publicly and actively support
the resolution for it to work, said Dole, who lost the 1996
presidential election to Clinton.

Clinton would have to voluntarily agree to any penalties imposed, which
could "include provisions relating to the president's legal obligations
upon leaving office," Dole added.

"I believe the suggestions could lead to a fairly broad bipartisan
result," Dole said, and put an end to impeachment proceedings by
January 2.

Such a resolution would "demonstrate to the vast majority of Americans
that Republican congressional leaders will fulfill their constitutional
responsibilities, clear the decks and move forward" when a new Congress
convenes on January 6, he said.
