Is it good time to start buying Rydex Ursa Fund or wait?

Let's say I have 1200 to invest. So I invest 20 % of it each
month in the Ursa Fund. Now I keep doing this for next 5 months.
Will this strategy work if the market fall eventually happens.

One more,

Is that correct that your 90/10 strategy requires a lot of money
to follow it to the letter.
Or can it be done with let's say 20 K. It would be nice if could
let me know the minimum amount needed to make the 90/10 strategy
work.
