Quayle is already done. Just stick a fork in him and send him back to Indiana. I don't think Marilyn Quayle is considering running.

Quayle never did anything as a Senator and probably the same amount as a Vice President. He just doesn't have any resume' other than the job titles.

Perot should get out of the way. He can only do more harm than good. It's good that the Reform Party is starting to seat candidates into positions. They're in the fiscal conservative and social moderate mold --- left of the Republicans on some social issues, and right of the Democrats on most all issues.

THE WORD FOR THE DAY IS "COMPROMISE."

The Clintonistas are still madly scrambling to avoid an impeachment vote in the House of Representatives. Among the ideas being considered are (a) a nationally televised speech by the Liar-in-Chief to show the people of the United States just how terribly sorry he is for his conduct; (b) Going before the Congress (the same congress he lied to, the same congress he blindsided so many times) to beg for his political life; and, (c) Sending The Smartest Woman in the World, Hillary (Sometimes) Rodham Clinton on national television to beg for her husband's survival --- which, of course, means her survival as well.

Now we are hearing the "compromise" word out there. The Clinton-Gore gang is out there beating the bushes for a compromise solution. Clinton says "I have offered to make every effort to make any reasonable compromise with the Congress and I still believe that. I'm still willing to do that,''

What a guy.

Clinton seems all to willing to compromise his values, and he has certainly amply demonstrated his willingness to compromise decency and morality. Now he wants us to share in this sad character trait. Sure, there are times when compromise is proper. Not here. There should be no compromising on our rule of law. There is no compromise on upholding our Constitution.

People who have tried to compromise with Bill Clinton in the past have learned a good lesson --- Clinton doesn't compromise. He lies. You will be in front of the cameras proclaiming your goodness for your willingness to compromise while he is sharpening the knife he intends to stick between your ribs.

"I don't believe it's in the interest of the United States or the American People to go through this impeachment process with a trial in the Senate."

(Notice ... there's that "the American people" line again.)

So, Mr. Clinton --- you don't think impeachment and a trial is in the best interest of the American people huh? Let's see now .

Was it in the interests of the American people to use a White House intern for your personal sex toy?
Was it in the interests of the American people to lie to them on national television?
Was it in the interests of the American people to lie to your staff and cabinet members?
Was it in the interests of the American people to commit perjury in a federal court case? And again before a grand jury?
Was it in the interests of the American people to lie under oath to Congress?
Was it in the interests of the American people to continue your lies for seven months while the taxpayers spend about $4 million to get to the truth?
Was it in the interests of the American people to trash our Constitution and our rule of law?
You aren't one bit concerned about the interests of the American people. Never have been. Concern for the interests of others doesn't exist in the sociopathic mind.

You have had one interest since your teenage years. Power. The acquisition and maintenance of political power. You have always been willing to do whatever you need to do to keep that power. Lie. Cheat. Mislead. Pander. Whatever.

If, for once in your life, you truly do want to do something that would be in the best interest of the American people, resign. End this national turmoil. You can do it in fifteen minutes. Turn on those network television cameras and tell the nation that you are leaving them in the hands of your hand-picked successor, Al Gore.

ABOUT OUR SO-CALLED BUDGET SURPLUS

The Congressional Budget Office has now released some figures about this much-ballyhooed so-called balanced budget. The CBO reports that the 1999 budget has two main components. One is a $104 billion surplus in the Social Security Program. That means that we collected $104 billion more in Social Security Taxes than the government paid in Social Security Benefits. This gap is narrowing every year and we will be in a deficit situation by the time your teenagers retire.

The second component is the non-Social Security portion of our budget. You might be surprised to learn that your federal government shows a $37 billion deficit in the non-Social Security portion.

So – if you remove Social Security from our budget, we are still running a $37 billion deficit. How, then, do we claim a surplus? Easy. Just borrow the $104 billion extra the Social Security system has. Then, after you cover your $37 billion deficit, you can claim a $67 surplus. Neat trick.

The Social Security System could, of course, be investing this money to build up reserves for the future --- but that's another story.

New evidence of plan to buy high-tech, Beijing's efforts part of broad campaign, say investigators.

WASHINGTON -- After a two-year investigation of Chinese political contributions to the 1996 election, federal authorities have uncovered new evidence that Beijing's efforts were part of a broader campaign to obtain access to American high technology, according to lawyers and investigators quoted in The New York Times today.

The evidence, reports the Times, provides a clearer understanding of China's motivations. Investigators now believe the money was primarily intended to enhance the political standing of those passing along the contributions to Democratic causes, to give them clout in arguing for favorable policies on trade and technology.

"Technology was a primary motive," said a senior Justice Department official who spoke on the condition of anonymity.

It appears, the official said, that China intended to follow the example of American corporations, which use donations to raise the profile of their Washington lobbyists. Under American law, foreign governments are prohibited from contributing to campaigns.

One of the new pieces of evidence involves Charles Trie, who served on a Presidential commission on Asian trade policy. Trie is said to have met in Beijing with Chinese officials and asked for $1 million that could be used for political activities in the United States. Their response could not be learned.

According to the investigators, Trie told associates he had Chinese backing. He eventually raised or contributed more than $1 million to Democratic Party causes. The campaign inquiry is now examining whether any of this money originated with Chinese companies or officials. Records show that Trie received almost $1 million from a Macao businessman with ties to the Chinese government.

There is new information about John Huang, who worked as a banker in Los Angeles before joining the Clinton administration. Officials said he was overheard on government surveillance equipment discussing political donations with a Chinese official at the Los Angeles consulate.

Details of his conversation could not be learned. Huang subsequently joined the Commerce Department as a mid-level trade official. Because of his previous work as a banker in Hong Kong, he was barred from participating in decisions about China. Nonetheless, officials said, Huang obtained at least one secret government report on exports of military-related technology to China, which he kept in his office safe.

Huang has not been charged with wrongdoing, but $1.6 million of the $3.4 million he raised was returned by the Democratic Party because of unanswered questions about its origins.

China's efforts in the 1996 elections came at a time when the Clinton administration was relaxing controls over technology exports and military exchanges with China, a policy that dovetailed precisely with Beijing's interests. Still, no evidence has surfaced that administration officials knew about the covert Chinese activities.

Technology is central to the future of China's armed forces. Beijing's military strategy, once dependent on a massive land-based army, has shifted to a reliance on a smaller, more mobile military heavily oriented to sophisticated computer and other electronic weaponry.

A recent Pentagon report concludes that the Chinese Army has shown "exceptional interest" in acquiring and developing advanced technology, from information and electronic warfare to anti-satellite laser capabilities and telecommunications networks.
