I have never heard Dole referred to as "warm" previously so I suspect it is merely because she agrees with his outrageous suggestion of short-circuiting the Constitutional process with a so-called "censure" which is not a prescribed remedy. Censure was tried once before and failed miserably. It was overturned by the next Congress at the behest of the supposedly "censured". It means nothing which is why Clinton and the Dems want it.
