I think this was in reply to my question -

and understand what you are saying but is the 20-22 figure considered "normal" and bear above and bull below? If so, at around 30 we should be loading up on puts, right?

maybe i'm reading this wrong, but isn't it the other way around?
after big drops (Oct 87, Oct 97, Aug/Sept 98) VIX skyrockets. After long, continuous runups VIX stalls out very low around 20. This happened in July 98. Is this right?
