At this point, the FCC, adhering to the 1996 Telecommunications Act, has not seen fit to allow any of the Baby Bells to engage in long distance services, either directly (i.e. under its own name) or indirectly (as US West and Ameritech tried to do via Qwest).

Now, Bellsouth could presumably use IXC's facilities overseas as part of an international venture, and it is likely that the FCC would not object, since it already has allowed the Baby Bells to assume interest in multiple overseas operating entities.
