I heard that Bill had to stay in office until sometime in january, around the inaugaural date, so that Gore's replacement of Clinton would be less than two years. My understanding is that any term exceeding two years is counted as a full term for purposes of the two-term limit. (don't ask me for a source, just something I have heard from some political types I know). But mid-January or February 1 are pretty close anyway.
