(NewsTraders.com)-- Oregon's Multnomah County Commission wants ATT Corp. (T) and Tele-Communications Inc. (TCOMA) to open their networks to other Internet service providers before given regulatory approval to consummate their $48 billion merger, according to Broadcasting Cable Online.

Highlights:

- The commission's decision is the first major obstacle to the planned alliance between the long distance and cable giants.

- The country said it won't approve franchise transfers from TCI to ATT unless the companies agree to unbundle their networks to competitors.

- TCI says the Oregon regulators acted without any legal basis and their demands could delay telecommunications competition in Multnomah County, which includes Portland.
