Sorry, but there are now only 12 reciprocity states, Maine repealed its reciprocity provision on September 15, 1997:

California
Colorado
Idaho
Illinois
Iowa
Minnesota
Missouri
New Mexico
Oregon
Washington
West Virginia
Wisconsin

Reciprocal shipments legislation have these provisions in common:

1.Shipments can be made only from states to states that afford each other the same reciprocal privilege.

2.Sales must be made only to persons over the age of 21 and the shipping container must be clearly marked to indicate that it cannot be delivered to a minor or to an intoxicated person.

3.Wine shipped under these provisions is for personal consumption only and is not for resale.

4.A case can contain no more than 9 liters of wine.

Additionally, the following states have some provision that allows for limited direct shipments, but wineries should view this list with caution. Some of these states impose substantial compliance requirements that make shipment on a regular basis impractical. Some states require the consumer to obtain licenses or permits to receive shipment. Wineries should not view these states as "direct" states without a thorough assessment of the compliance requirements:
