That's because they had a majority (including Republicans) on the other counts of covering-up a crime THAT HE DIDN'T EVEN COMMITT!! The cover-up was a crime, but Nixon had no part in the actual break-in . Clinton is accused of covering-up a crime THAT HE DID COMMITT!!! DD

That is how it didn't make it to the articles of impeachment... Sure. But only because they had no evidence. Dems like Holtzman and Conyers wanted to impeach him for that "personal" behavior but they couldn't persuade the majority that Nixon did anything illegal, not because such behavior would not have be valid grounds for impeachment. Holtzman was caught in that particular lie while she was testifying that you couldn't impeach for actions done in a non-official capacity. She looked very silly as she mumbled something about not recalling. She was a real embarrassment lying up there the other week and probably helped lose Slick some votes.
