Not at all. The partisan Dems wanted to impeach for personal behavior but Nixon didn't do the illegal acts, so they couldn't. Holtzman tried to make your argument but was caught lying about their actions in 1974.

The Republicans want to impeach Clinton for public behavior, for violating his oath of office and committing perjury before a Federal grand jury and in a civil rights case and then using his power and office to obstruct justice and plant false testimony by others before same.
