ARCA was down for the better part of an hour today. Is this an example of them wanting to do things manually or where they too busy? Should there be a pop up window when you place a trade that says in bright orange "ALTHOUGH THIS IS AN ELECTRONIC TRADING PLATFORM AND EVERYTHING HAPPENS IN A MILLI-SECOND, YOU SHOULD BE PREPARED FOR A MARKET MAKER TO HOLD YOUR ORDER FOR 30 SECONDS IF THEY ARE BUSY"?
