cdmaOne Activity Escalates in Mexico

cdmaOne Technology Present in All Nine Telecommunications Regions

COSTA MESA, Calif.--(BUSINESS WIRE)--Dec. 15, 1998--The CDMA Development
Group (CDG) Tuesday announced that cdmaOne activity has significantly increased in
Mexico.

cdmaOne is now deployed in all nine of Mexico's telecommunications regions, reaching the country's major growth markets
including Mexico City, Baja California, Monterrey, Guadalajara and Tijuana. cdmaOne has been adopted by the country's
leading operators including GRUPO IUSACELL, Movitel, Norcel, CEDETEL and SPC.

''We look forward to the continued adoption of cdmaOne by Mexico's leading wireless manufacturers and operators,
especially given that the country's telecommunications market has the potential to reach up to 100 million subscribers,'' said
Perry LaForge, executive director of the CDG. ''Mexico also has the world's largest roaming border, which will allow
cdmaOne subscribers to seamlessly roam throughout the entire continent.''

''It is no surprise that cdmaOne has significantly expanded throughout Mexico given its dominant position in North America,
and growing presence in South America. In North America there are more than five million cdmaOne subscribers, and in South
