Russia is friendly to Iraq. They are also attempting to get back some of their lost clout in the region and the added bonus of arms sales.

Russia and China sold a ton of arms to Iraq on credit back in the 80s and need Iraq financially stable (that is, sanctions lifted and able to sell oil) to get paid.

It's amazingly as simple as that.
