I seem to recall that there was quite a bit of discussion at the time as to whether the war should be pursued to the point of removing Saddam. But Bush and his advisors (including Gen. Schwarzkopf) decided to hold back. Their reasoning was that if Saddam were removed, Iraq could disintegrate, leaving a sort of chaotic hole smack in the middle of an unstable region, which might allow Iran to move in, possibly.

Is it the word "afraid" you object to? Let us say, then, that Bush did not want to risk it.
