The month of Ramadan starts with the sighting of the moon. If it is spotted on the night Ramadan is expected to begin, Ramadan starts the following Day. If it is not spotted that night then Ramadan starts the day after the predicted first day of Ramadan. Local communities begin the month together according to this agreement. In some communities a human being standing on the ground has to spot it with the naked eye, in some communities they go with a sighting from anyone in that region in the world, in some communities here in the US for example some people consider their homeland their religious community so they start with them. In someplaces a telescope in an observatory is used. The main thing is you observe Ramadan with your community.
