With comments like that, I now understand why you don't think Lott's was intemperate.

First, he may be a liar, but he is also the President of the United States. He has the prerogative to take short-term military action without consulting Congress, as other presidents have done in the past, including (in my lifetime only) Kennedy, Johnson, Nixon, Reagan, and Bush.
