No, a bomb is a particular type of explosive. Explosive is the generic you are looking for, not bomb. I know it's a lot of effort, but reach for a reference work, will you? I suggest "Jane's" series on armaments.

A warhead is a special explosive device used in missiles. A bomb is a more passive device set off with an impact trigger or a fuse. They have different functions. There are also explosives in artillery. Artillery strikes are not therefor bombing, however. Nor are mine explosions bombing, nor is strafing bombing, nor is a mortar attack bombing. Bombing is a special, specific, military term.
