Define supporting it. If you mean, why are developers not using it, they are, but only when they need OpenGL.

For example, the latest Cosmo VRML browser for the Mac uses Conix OpenGL. So do many of the 3D authoring tools (Studio Pro, etc)

Games tend to not need full OpenGL, just Glide, so they tend to just use the Glide SDK.

What developers are you referring to?
