Fixed Wireless Leader to Add Six International Markets by Year-End 1999 and 50 International Markets Within Five Years

WinStar Names Kathleen R. Flaherty President and Chief Operating Officer, WinStar Europe

NEW YORK--(BUSINESS WIRE)--Dec. 17, 1998--WinStar Communications, Inc. (NASDAQ:WCII) will accelerate the expansion of its fixed wireless broadband network to six international markets by year-end 1999 and 50 international markets over the next five years. The broadband wireless telecommunications, information and Internet services provider discussed its international broadband network expansion plans at a meeting of analysts and investors today in New York City.

WinStar announced plans to serve the following six markets by year-end 1999: Amsterdam, Paris, London, Tokyo, Sydney and Buenos Aires. WinStar reported that in expanding its network internationally it will draw on the resources of Lucent Technologies, which will manage WinStar's accelerated buildout as part of the alliance formed by the two companies in October.

William J. Rouhana, Jr., Chairman and Chief Executive Officer, said today, "WinStar is uniquely positioned to satisfy the fast-growing global demand for bandwidth. We have the best global partner in Lucent, proven experience in providing Wireless Fiber(SM) service to business customers in major U.S. markets, a veteran management team, and the further advantage of being first to market with widely available, end-to-end broadband connectivity. These strengths give WinStar the necessary critical mass to deliver the benefits of a wide range of broadband services to businesses at home and abroad."

Specifically, the company reported that:

-- It is securing spectrum and leveraging domestic platforms and systems in anticipation of building a Pan-European network capable of delivering data, Internet and voice services to large and medium businesses. WinStar has filed for commercial licenses in Germany and France, will file for licenses in Belgium and the United Kingdom early next year, and has obtained spectrum licenses in the Netherlands.

-- It has signed a memorandum of understanding with a major communications company and a major trading company to pursue deployment of Wireless Fiber service in Japan by mid-1999 beginning in Tokyo.

-- It is in discussions with two major communications companies in Australia to partner in that country's upcoming LMDS auction with a focus on Sydney, Melbourne and Brisbane.

-- It has signed a letter of intent to purchase an Argentinean company holding 400 MHz of commercial spectrum in that country, where it expects to launch Wireless Fiber service in Buenos Aires beginning in the first quarter of 1999.

Kathleen R. Flaherty Named President and Chief Operating Officer, WinStar Europe

WinStar also said it has named Kathleen R. Flaherty, a twenty-year veteran of the telecommunications and information services industry and most recently Senior Vice President, Global Product Architecture and Engineering for MCI Worldcom, as President and Chief Operating Officer of WinStar Europe. Ms. Flaherty will report to David R. Schmieg, Group Executive, WinStar International. Her appointment became effective December 1, 1998.

"Her proven experience -- both domestically and abroad -- as a leader in building networks, products and winning marketing strategies in the telecommunications industry will be invaluable to us as we seek to become the leading wireless local access and Pan-European data network provider covering Europe's top 25 markets."

Previously, Ms. Flaherty headed local and long distance marketing functions to businesses in the U.K. market for BT (British Telecom). In addition, as the Senior MCI executive assigned to develop and launch Concert, the global communications joint venture of BT and MCI, Ms. Flaherty headed worldwide sales and marketing. She also held executive positions at MCI in national accounts marketing, national account sales, financial operations and engineering.
