In my case I know it isn't the ISP. I host my own mail on a server with a full T1(1.35Mbps) to a OC3(second largest connection in my region) directly to the internet backbone. I host my local email server and everything. Originally I backed up TMEX but now all my mails are consistently late. For the near 50k he makes a month just off dues there are easy hardware software fixes that would make this mission critical for under 15k.
