I'd like to add two points to Brian's fine post and discussion about the channel capacity of E-1s. 1. Each channel is reserved for one voice conversation only when one uses traditional pulse code modulation (PCM). If the network uses ADCPM (adaptive PCM), the number of conversations doubles. This can safely be done without sacrificing toll quality, but there are equipment implications and requirements. 2. If the E-1s are used to carry IP traffic, which consists of packets, instead of traditional one-conversation-per-channel traffic, then the amount of conversation capacity increases greatly, both because of the packetizing and because the digital sample rate (voice digitization rate) is decreased below 32k/sec, thus freeing up more bandwidth to carry additional conversations. This does not necessarily imply that the conversations will be carried over the Internet, either, with the potentially unmanageable delay that implies. A private IP network (such as IXC's) allows the delay and GOS (grade of service) to be finely controlled, and the voice quality should be indistinguishable from that of the public telephone network.
