I agree with you on this point. But in this case, people's vote and Congress's vote may well have different result.

You said all politics is partisan. I just hope when impeaching the president, politics does not come to play. Even if Clinton loses, I'd like to see more Dems vote against him and more Reps vote for him.

Perjury is a legal issue. I don't think he comitted perjury in the legal sense. Did you see the WSJ article Tuesday 'Not telling the Whole Truth is not Perjury'? You will find many similar (and hilarious!) cases. Of course, everything is just my opinion.
