Great, this is what I was hoping for.
The following is what I got from the local Bell office.
...We are currently testing Nortel's high speed 1 Meg modem that will support up to 1 Meg connectivity through to your Internet Service Provider...Our offices will be updated and equipped for this modem by the end of this year...

Hope this speed will be sufficient for to get me started.

HyperNews is one frequently modified set of Perl scripts that runs quite a few mail and message forums (free). There are about 40 Perl scripts that can be a tad hard to install and configure. Changing it would take work. Example of a heavily modified version is at stockclub.com

There are some commercial deamons you can shell out a few shekels for such as interboard.

There is also a site which is dedicated to forum software. I forget the URL but I will be looking it up shortly. If you search HyperNews you might find it.

I have small set of Perl scripts that does a one page forum with administration. It is free. Example is at orb.vianet.on.ca
